New OKC Roofing Permit Requirements: What Homeowners Need to Know

Starting in August 2025, OKC began requiring permits for most residential roofing work. And in July 2026, a new state law will add even more requirements for roofing contractors. The New OKC Roofing Permit (Effective August 1, 2025)
On June 17, 2025, the Oklahoma City Council adopted an ordinance requiring roofing permits for all significant roof removal, repair, and replacement projects on single-family homes and duplexes within city limits.
Key Details:
- Who needs one: Any contractor or property owner doing roofing work on a single-family home or duplex in OKC
- Exemptions: Maintenance work on areas of 500 square feet or less, and new construction
- Cost: $94.50 per permit
- How to apply: Online at okc.gov/access or in person at 420 W. Main St.
- Processing time: Typically same-day issuance
- Inspections: City inspectors will check roof condition, flashing, drainage, installation, and code compliance

The permit requirement is actually good news for homeowners. It means the City is now providing an extra layer of oversight to ensure roofing work is done safely and up to code. Oklahoma House Bill 1628, signed into law in 2025, introduces a new Residential Roofing Endorsement requirement. Starting July 1, 2026, any contractor performing residential roofing work in Oklahoma must obtain this endorsement through the Construction Industries Board (CIB).
This is a significant change that will help weed out unlicensed and unqualified contractors. For homeowners, it means you'll have an additional way to verify that your roofing contractor is legitimate and properly credentialed.
How to Verify Your Contractor
Before hiring a roofing contractor in Oklahoma City, verify:
- They have a valid Oklahoma contractor's license
- They carry general liability insurance and workers' compensation
- They will pull the required OKC roofing permit
- After July 2026: They have the Residential Roofing Endorsement from CIB
- They have a physical business address in the area (not just a P.O. box)
- They have verifiable reviews and references from local customers
